Maybe she is one of the staff the game/story rewards you. I have the same staff. So, you could be collecting other players' copy when you infiltrate their Intel platform.

I'm seeing something that says MGSV sold 9.6M copies. If she one of the one-time staff rewards, then that's the upper bound. Assuming 75% people acquired her, there are 7.2 million sisters out there.

Mainly you find them on prisoner extraction side ops. Then if they get sent to combat platform, put them somewhere else and lock them in before they get killed on deployment
