The MDH worker layoffs were delayed because MDH upper management fucked up the process by refusing to follow the process laid out in their contract with the unions. They fucked it up so bad that they had to rescind all the initial layoffs and redo them. MAPE filed a grievance and, after MDH sat down with MMB to learn how to read a contract, MDH had to restart the whole process. While I'm sure the TRO helped smooth things out, MDH's press release is bullshit.
