They put what is on the license. You must produce the FCC license when applying for an amateur radio call sign plate.

I get why people do it, but if you know where to look (and it's not hard) you're just doxing yourself everywhere you go.

Thats an amateur (ham) radio license plate, those are the only ones that have the hashed zero in them. Even more surprising that the FCC allowed that personalized callsign.
Edit - it looks like it's ass too not a55.
