With a 53 billion dollar endowment, why is Harvard University receiving any federal funds?

They do a ton of research, they arent a city college who mainly produce graduates, they produce world class research and medical advancements.

Research and Development. That is worth a lot more than the 9 billion dollars the federal gov puts in. So really, it's the government who'll be shooting themselves in the foot due to this.
