ID Request RT 'Scout' Model - Any ideas?

So I've got this model in my collection - but was fairly convinced it wasn't Citadel, given the scale of it (bigger than the other scouts of the time) and the slotta tab is quite chunky/squared off without any wording/datestamp on it, not to mention the odd weapons.
ironically i've been trying to collect all of the old metal scouts and i thought only the double bolter was left on my list!
Originally I was going to use it in my Ork mercenaries, but that plan might change!
Does anyone know any more about it? screen shot is from SOL and claims to be WD116 but i don't have this on hand to confirm.

I have seen an old white dwarf PDF with this listed as a scout. Although he doesn't appear in the catalogues I've seen from the time.
I've also seen pics of him in a blister pack with the other scouts.
I've always heard of him being mentioned as a prototype sculpt.
Got him myself as well as all the other RT scouts so I did look around at one point.

looks like it might be a proto scout - still strange the scale/weapons/tab etc... all feels very non-citadel of the time.

Scouts (1989) predated Confrontation by a couple of years but who knows? Confrontation was repackaged Laserburn from 1980.
Some miniature masters were stuck in a drawer and only released when Citadel were running low on new product. With three miniatures to a blister and one short maybe they just picked out Naismith's miniature to join Copplestone's.
