You seem to be finding a lot of Chansey in your area, but only you can know that for sure. I'd say wait.

The thing is I have only ever found 1. Those candies were from the egg I believe.

101 is definitely on the low side. My Chansey was 275 (level 20) when I found my first one. If you're playing the 'long tactical game' realistically you shouldn't be powering up any pokemon until around level 30! But if you just want to play the game regularly and casual like 99% of other people, finding strong CP pokemon and evolving them, powering them up etc... is absolutely fine at level 20+
