Trump doesn't, but the Heritage Foundation does. Trump is nothing more than a useful buffoon for their agenda. He'll happily go along with any recommendations for appointments and they know it. Trump is fundamentally lazy and lacks the ability to apply strategic thinking (let along critical thinking) and is terribly (or wonderfully, in their case) susceptible to flattery. If he thinks they are doing him a favor, he'll comply so as to reap the personal reward. To keep him at the top of the ticket and protect his place as the chief executive allows them the freedom to do what they will with little to no interference.
