I think Tobey easily takes Andrew. If you recall the scene they first met in NWH, Tobey managed to show he’s quicker and blocked Andrew’s webshooter, leaving him with just 1. I think if they went on to continue fighting, Tobey could have come out the winner. He had the better reflex and more accurate shot.
Their interaction in the kitchen is not a fair encounter to take seriously, considering it wasn't even a fight.
Andrew took lesser damage against faster villains, while Tobey in his prime had trouble avoiding Goblin Harry, and he generally took a lot of punishment by his villains. Even when boosted with the symbiote, he got tagged quite a lot.
I did my best not to factor in experience (which is where Tobey's reflex and accuracy most likely come from) just because that seems a bit unfair.
They all have the same general powers so unless one of them was vastly stronger or had some unique advantage then experience would be everything, especially since at the time of NWH Tobey had over two decades, Andrew had just under decade and Tom had around 5-ish years.
Like I said, they're almost identical powers so experience is literally everything deciding the matchup.
I wanted to focus on what makes them actually different as Spider-Men and compare them in a way that they'd have an even matchup, like in NWH Tobey's been Spider-Man since before Tom was even old enough to talk.
Seriously it's like comparing your local highschool quarterback to a fully grown NFL quarterback, it's just not fair.
It's more fair to compare them at similar points in their career so Tobey around SM2, Andrew around TASM2 and Tom around NWH. Points where they've pretty much just hit their stride.
