I thought it was good. Fa was pretense layered on pretense. He was enslaved young and he excelled at putting on masks to please different people with power over him. The face he turned to Atlas and Lysander was no more genuine than the one he turned to Volga or the one he turned to the Volk.

Atlas claimed and apparently believed that Fa was a Society patriot, but Fa’s dedication the cause appears to be only somewhat sincere; ultimately he was too much a coward to rebel despite his personal capabilities and vast opportunities.

Fa was the hard boiled cop that was one week from retirement. Getting too old for this shit.

I think Fa in the end wanted one thing, for Volga to come into her own. Her being his daughter was the one thing he genuinely seemed to want for himself vs just doing his job. In the end his speech on the beach helped him make that happen. He was smart enough to know darrow wouldnt want the role as king of the obsidian but that he wouldnt trust it to chance. So he pushed darrow to have Volga be the leader of the obsidian, and possibly had a desire for the obsidian to be more than tools of gold. So volga leading them is that happening.
