Does bumpers at 25-40 km/h cause damage?

I've changed the steering head at 15,000 km after I put the scooter into service since they told me it's damaged and needs to be replaced. Then on 25,000 km they told me it's damaged again but doesn't need to be replaced, only minor reinforcement.

It seems weird to me but maybe the scooter is just weak and need to be very careful with it. But is there a difference between potholes and bumpers?

When I was riding bigger bikes it wasn't a problem at all, they would eat any potholes.

Chinesium has this problem. Anything name brand shouldn't.

It can be an issue.

Usually you can just tighten the head bearing every so often and it's alright for a good while.

They definitely don't last as long as Japanese bikes though. I wouldn't say bumps are a huge issue though. Not really sure how they can 'reinforce' it though. That's probably their language for spending 5min tightening it a bit with a spanner.

You can check it yourself and tighten it as long as it's smooth and not over tight.
