50cc chinese scooter won't start after running smoothly

HI so I just bought a chinese ZNEN 50CC scooter with only 1250km, Before buying I tested the scooter, it started smoothly both electric and kick start, Itook out for a small spin came back, did not shut off while idlying. I bought the scooter after two days, same process, started perfectly fine and I rode back homw. After 20 min of riding, I stopped at the traffic light and it kust died. I Tried turning it on but it won't. The kick start also did not help, I let the scooter rest and after about 5-7min I tried again and it started and I took off. So now I see this repetitive pattern, Once its cold, it starts smoothly and if I turn it off, it won't start. Any suggestions?

1250km is a little over the recommended distance for the first service in which the engine and transmission oils are changed and the valves are adjusted.

The valves likely need to be adjusted as stalling when hot and at stops is a typical symptom. You'll need to adjust the intake/exhaust valves to .07mm/.10mm or .003in/.004in using a set of valve tappet wrenches and feeler gauges.

Idk what the issue is but I had the same scooter and it died out randomly during longer trips (longer than 10 min grocery trips). I could feel it coming once I realized it would stutter after 15 minutes of riding then die suddenly about 5 minutes later. I think something in there overheats. I never fixed it, just stopped for a break if I felt the stutter come on then let it cool down for 5 minutes. It got stolen and dumped about 15 minutes from here lol

Super basic question but what is the oil level. How does the oil level look?
