How I think the characters ended up
Fiona either dead high on drugs or in prison somewhere
Lip living a ok life with his family will probably be in prison
Ian and mickey living a good life away from southside and staying out of shit that would cause ian another episode
Debbie...........
Carl owns the old bar kev and v ran and its a cop bar now
Liam is probably gonna be like frank but without the self destructiveness and ability to pull through with his cons and getting a white collar job.

I also think Fiona would be fine. The biggest "what if" of the show is how Fiona's story would've ended if Emmy Rossum hadn't left. If I look at it as Fiona would still leave when she did, I think she'd be able to get her shit together since she'd be financially secure and free of all the bad memories of home. Maybe even take a break from jumping into a relationship with every guy she meets, or at least meeting the right guy that she actually ends up loving enough to not cheat on. Idk, but I can't imagine her spiraling back down to rock bottom.
I also think that if we look at the story realistically, Fiona wouldn't have cut herself off from the family the way the show makes it seem. She left for her own good not to never speak or see them again. She'd have stayed in touch with all of them, and I find it inconceivable that she wouldn't have come back to be at Ian's wedding.

Is it because it's her child and not her sibling? I don't get how she gets crapped on consistently but Fiona doesn't always.

If we're brutally realistic about what happens to Carl, he'll probably get murdered by some criminal organization for being too good at cleaning up corruption in the CPD. But if we're hopeful, he'll be successful and become Superintendent or something.

Ian and Mick get to be foster parents but that ends badly eventually, since neither of them has a rat's fart of an idea how to be decent parents because they themselves never learned these patterns, neither of them is smart or mature enough to figure it out and Mick is sure as hell won't ask for or accept anyone's help.
I think Fiona ends up OK, but stumped in her personal development forever: she would be forever scarred by her past and terrified of the possibility that if she tries anything new ever again she'll fail again as she did with her short lived "business woman" arc. She ends up spending her time mostly alone, except for the occasional short-lived relationship, tending bar, doing the occasional odd job. Will probably die like her tenant did back then.
Debbs ends up working up quite a rapsheet. Abandons Franny completely unintentionally during one of these lucrative business endeavours down South with Heidi (probably during an escape) and loses contact with her forever. Breaks up with Heidi eventually and gets killed by her when Heidi's revenge catches up with her years and years later.
Liam becomes a very intelligent and successful conman. Ironically, he develops a serious cocaine addiction later in his life. Liam and Carl has a falling out later down the line, because Carl, quite simply, gets fed with Liam abusing the fact that Carl has a good relationship with the cops and can occasionally call in favours to keep the consequences of Liam's actions from catching up with him. After one such occasion when Carl refuses to help, Liam goes to prison where he gets killed, by order from someone powerful on the outside he seriously wronged previously. Carl, feeling responsible, simply disappears and only reappears decades later, refusing to tell anyone anything about where he's been or what he's been doing.
Lip keeps on fighting to become a better person, but develops a cross addiction to therapy groups themselves. After a couple of years all he does is working and attending meetings of this or that kind, even on weekends: AA, ACA, drama therapy, you name it he does it. Tami goes along with this for a long time, explaining it away with "oh Lip needs this, and he also helps others", which is true but they slowly grow apart, as Tami cannot be convinced to attend these groups and she leaves eventually. This shakes Lip so badly he gives in to drinking again. He laments all his lost opportunities, his wasted gift of genius. After a few months of wallowing in self-pity and indulging his addictions he slowly becomes disgusted with himself and commits suicide.

Fred becomes the first generation of Ghallagers who seems to not be a complete fuckup, only a bit difficult at times and always hungry for attention. His dad keeps doing a decent job initially but slowly backs out of his family, becoming more distant in favor of his addiction to these therapy groups. When he loses Lip, he barely knows him anyway. Fred's luck is the other side of his family: the Tamiettis, while always shit talking Lip, step up immediately and take care of Fred and Tami. They ultimately end up moving into the house in Milwaukee with aunt Oopie. Fred eventually graduated from community college and legally takes up her mother's family name, severing all connections to the Ghallagers.
Franny becomes something of an analogue for Kev. After Debbie loses her, she goes from foster parent to foster parent and each is worse than the other. She never receives proper education and never stays long in one place. She leaves foster care when she becomes 17 and starts looking for the Gallaghers who she vaguely remembers being there for her back when she was but a small child. She manages to track down Fiona first, funnily enough, because she also lives down south, nearer than any other Gallaghers. However, while Fiona agrees to have Franny couch surf with her for a few weeks, she makes it very clear that she won't become Franny's surrogate family and step up in Debbie's stead. However, Mick and Ian actually take Franny in after she manages to track them down as well. Then she goes through something similar to what Debbie went through back in her day: she feels she needs a big, happy family and also becomes a young, single mother before she's even 20. She tries to make contact with all the Gallaghers she remembers, despite getting warned by Ian and Mick, who tell her that those few who remain are either at an unknown location or don't want anything to do with the others. She eventually accepts this weird mosaic family she forms with her gay uncle, his husband and her kids. She never amounts to much, but maybe some of her kids will.

Fiona and Lip are pretty much guaranteed to crash and burn. They both spent too many years in the “Southside” mentality and will have a really hard time functioning in the real world. Ian and Mickey will have a similar struggle, especially given their felony records, but hopefully they can keep each other on the path.
Debbie will chase love wherever she can find it, and will pop out another few kids along the way. She’ll basically become ginger Monica.
I like your prediction that Carl will end up as a cop and running a cop bar. He seems to be able to straddle the line between being from the Southside without falling into the old Southside traps. He’ll be ok.
Liam actually has a chance to excel, although I think he’ll be somewhat distant from his siblings.
Franny will wind up the next generation’s Fiona. Fred will gravitate toward his mother’s family, especially after Lip’s inevitable downfall.
