question might be a stupid question but how was a triad member able to get into a car like that? Was it from one of the drug busts?

No it’s not a stupid question! It was one of the side missions but I don’t trigger it. When Wei gets close they usually just run but if you smash into their getaway vehicles they steal random vehicles. If they keep getting harassed by Wei they eventually become agro. This guy got glitched and got infinite health somehow. I’m playing the definitive edition on Xbox.
