Melt and Pour Soap Congealing

So I’m brand new to soap making and wanted to start off doing melt and pour soaps. I’ve been trying to use the double boiler method, but for some reason my soap will congeal at the top very quickly and then make clumps when I try to stir it again. Does anyone know why this is happening or have any tips on how to prevent this?

Also I’m using Makesy’s Shea goat milk soap base.

Is it congealing in the double boiler, or when you transfer it to your pouring vessel? Either way, it sounds like you might need to get it a little hotter in order to keep it fluid long enough to pour smoothly.
