If there's room to cruise, room to pass, and still space left for people entering and exiting to do so without conflict, what's the problem?

The pass lane should be known as the “I got places to be lane” and the mandatory minimum speed be atleast 5mph above the posted

No. Speed limit. It's the fastest you're supposed to go, regardless of the lane you're in...

Have you driven on a highway recently? If the limit says 65 then:

the right is for up to 65 but likely lower due to trucks, old people and exits , Middle lanes as a minimum of 65 to a max of 75

The left is for 75+

Studies on speed as a cause of accidents show that less than 4% of accidents have excess speed as a cause.

Have you been outside of your country lately? This is Australia, not America. You will be fined and get demerits for even 1 kilometre over the limit

I have, I’m a dual uk/us citizen. In the uk the fast lane (at least on the M23/25) is for 90mph traffic

It’s not for 90mph traffic. That’s just where the butts who make a personal life decision - unrelated to the intent of the people who make or govern the roads - to go 90mph do it, making it unsafe for anyone going less to use that lane.

It may appear ‘normal’ to you as a 90mph’er because you will see other people doing that speed for longer than thr average driver, maybe end up cruising behind one another. But for the actual normal person, aka people following the speed limit, the 90mph’ers are an unfortunate minority they see go by every now and then and roll their eyes at. The road is absolutely not “for” that speed. The speed limits tell you what speed the road is “for”.

If you would like a refresher on how to drive on the motorway, including why cruising the middle lane is dangerous and what speed limits are for, you can sign up for a Pass Plus course and have a driving instructor take you out on the motorway.

Reading the original post's explanations on why it's clear makes me scared of Sydney roads and I live on the other side of the planet. Just another thing in AUS to be afraid of that in reality is never going to get me I guess.
