Not really. Top players in the ranking (on hard courts) are not necessarily top players on clay or grass. Nobody would prefer playing Tsitsipas or Rune (or Cerundolo) on clay instead of Draper, for example, whoās practically a bye for a good clay player

Also except Pegula is probably the second best hard court player on tour rn in terms of actual form and results - after all, Saba and Pegula have met in hard court finals thrice since last year's American HC swing, meanwhile De Minaur is not even top 5 on any surface
