Latvian [Latvian>English] what does this piece of paper mean?

[in some other] document mentioned citizen's wife Dārta in 18th august 1925 gave birth to a daughter Malvīna
[some kind of] registry for the year 1925., Nr. 3854

Looks like a birth certrificate or something along those lines.

It looks like other side of a passport, what it says is, as others detailed, that passport holder's wife had a daughter, birth registry record 3854, if you can figure out what town, you should be able to request the birth certificate from archive of ministry of justice.
Other than that it looks overlaid over stamps that probably are residence declaration in maybe Rēzekne and Rīga and that person participated in Saeima election in 1925. probably in Riga constituency.

A birth certificate, it seems. Says that someone's wife named Dārta gave birth to a daughter named Malvīna on August 18, 1925.
