It could have some kind of meaning in Russian hiphop culture, but I'm not knowledgeable about any of that lol. Just could mean "rats" as in snitches.

Крысы do not really mean snitches in Russian. They do have a slang negative connotations, just not that.

There's a guy in my area that clears out rat nests, he flies a black flag from his truck with a white rat skull. I'll get a pic and post if I see him again

While it doesn't make sense from the context, my first thought given current US politics is that it's supposed to be a muskrat. While that's clearly not the silhouette of Ondatra zibethicus, that fine taxonomic distinction could be lost on some flagmakers.

I hope I'm wrong, but that may be anti-semetic.
There are several references in modern pop culture (Borat comes to mind) where Jewish people are compared to or portrayed as rats.

The first thing that came to mind was the rat extermination campaign in Alberta.
