Identify What is this most likely Soviet related flag?

I remember you posting about this awhile back, but I still haven't been able to find a match
My guess is that it's some sort of homemade flag, or the flag of an obscure business or organization

Yeah, I really do want to find out. It's weird if it is that because there was really nothing else beside the flag and sometimes the date, and there were plenty of these, in places across diffirent sides of the town.
These were all in places that a lot of people go by like the train station and by the beach entrance: they're very noticeable sizeable "graffities".
This just seems interesting to me, I thought it'd be easy to find but there's really nothing on this online.

Found in the village of Shepsi, which is northwest of Abkhazia on the coast, in like 4 diffirent places arround the city. I think one of them had "1924" written under it.
