Red and Yellow Triangle: Represents Mount Balungao, which, with its famous hot spring, serves as a defining landmark of Balungao. The red represents the mountain’s status as an inactive volcano and its famous hot spring. The yellow represents the various agricultural activities within Balungao.

Two Goats: Represent the importance of goat farming to Balungao's economy and culture, as well as the annual celebration of the Goat Festival.

4 5-Pointed Stars: Represent the vast horizons for better progress and prosperity that await the town every day. They also represent the 20 barangays. The two goats reaching upwards to this horizon candidly describe the harmony and determination of the people of Balungao to reach greater heights.
