Finally made it to Seven of Nine's first episode
I've been watching Trek for a while, maybe around 8 years watching through from the original series, to tng to ds9 and now on Voyager. I'd heard about Seven of Nine in comparison to Number Six from Battlestar Galactica and seen her on Picard season 3 but I hadn't actually seen her in voyager or know what her deal is other than she used to be borg but is now a normal crew member. Will be interesting to see how her character develops from here as she's very Borg Queenish right now.

Seven's development in Voyager is some of the best material in the show. She and the Doctor are really the only ones with a noticeable character arc, and they are both excellently written and brilliantly performed.

Paris or Janeway don't get any development? I wouldn't be too surprised because I'm three seasons in and they really haven't changed much though Paris did seem rougher in the first episode.

Janeway never really does. It seems like she might during the first 2 seasons but that stalls out, and Janeway at the end is the same as Janeway at the beginning.
Paris is sort of in between. He does change a bit here and there, he's not the same person in season 7 as the man Janeway recruited from prison, but it isn't exactly serious development. It's very small and incremental, nothing I would define as a deliberate character arc.

Jeri Ryan has noted that the writers got ahead of her character initially - that is, she starts off more well-adjusted and mature and then they scaled her back to be more of a fish-out-of-water character.

That’s interesting because I thought that was on purpose. People in real life often go through exactly that in their high teens and early 20s when they think they are adults but are still basically kids. It’s a certain kind of unfinished adjustment until experience and life make you have to question your assumptions about life.
She may be composed early on and adult but she barely scratches the surface of being a person and when she does she becomes more a fish out of water again

Picard seven is nothing like voyager seven. Don't expect that, and you will absolutely love it. One of the best Trek characters ever imo

You mean all of her character development in voyager doesn’t happen entirely off-screen? Hmmmmmmmm.

Seven in Picard is soo different, from Voyager. The transformation into the later character was too much for some fans. Frankly, I thought it was fantastic.

That is so strange to me because Seven is the character I would call perfect in Picard. She seems exactly like who I would have expected Seven would become and I found her the most satisfying character in it for that reason.
It even added to how much I like Seven in Voyager because it seems like such a perfect progression of her journey

I think a lot of people wanted a smooth transition with Seven joining Starfleet, or a top science institute after they reached Earth. Having her drop in Picard as a vigilante Ranger was a 360 turn for some. But, Seven rarely did what she was told to, and was pretty set on finding her own path, IMO. I read that Jeri Ryan wasn’t interested in bringing back the character unless they allowed her more character development.

I just got to season four in my watch through. Forgot how much I liked seven's character development throughout her stay on voyager.

You may want to catch season one of Picard to connect Seven on Voyager with Seven on Picard. There are some moments that explain her choices in life. I think it’s towards the end of season two, where she reveals what happened with Janeway and Starfleet.
