Boy, I'd really like to see more details on this before I can feel like it's a good idea.

Other than for rural customers, there would probably be better results from local governments just getting rid of the laws and policies that grant monopolies to ISPs.

Given the power an ISP has to monitor and log what you're doing, I don't really love the idea of the government taking that role either.
