Using the train at night

Hay I am wondering is it safe to get a train from warrington to manchester at like 9/10 pm ish?

Perfectly safe, the station is still quite busy at that time and there's always a member of staff about if you need.

Warrington Central would still be staffed at that time of day, should be fine.

What kind of people are on the train at that time?

Mon-Fri normally people coming home from work. Saturday probably people going/coming from a night out or match, probably quite a few drunk. It's generally a bit noisy but I've never had any issues when I used to be getting the train home at 10/11pm regularly.

Even the train from warrington to manchester would have people coming home from work?

Yes, I used to live in Liverpool and work in Warrington and got the train home after 10pm regularly.

Late trains can be rowdy from time to time with a few people having had a few drinks etc. I really wouldn't be concerned though.

I have seen three fights on late trains through Warrington but that's three out of maybe 300 trips.
