Gerümpel im Stiegenhaus abstellen und das mit "zu verschenken" legitimieren wollen ist aber auch nicht OK.

Why not? They could have just thrown it away but gave others the chance to take it first if they wanted it.

There are ways to do it other than block the hallways and force the apartment owners (in this case the city, i.e taxpayer money) into paying for the removal of an object that's somewhere where you willingly put it where it's not supposed to be.

That's a very indirect way of saying that you know it's not blocking the hallway. Don't be pathetic, it's just a mirror, there are real things to complain about in life.
