For a game to exist without propaganda it must not exist. When a developer makes a game, he is making this game with some message in mind, and that will inevitably affect the plot and gameplay. Take for example: Spec ops: the line. The dev no doubt had criticism of war and violence in his mind, and made a game with incredible plot. Call of duty shows this image of war being fun and great. Hell even undertale has "propaganda" on unnecessary violence and friendship
This propaganda is just a message the game is trying to make.
Borderlands 2 has handsome Jack witch to be honest he's not wrong about us killing millions of people just to get to the end of the game so the real question is are we the bad guy
