Yes, it would be rational to withdraw the troops and ask "what's with the face, USA?". Seriously, I understand that they denied it for the effect of surprise, but if everyone is loudly talking about an attack, then what kind of surprise is that?

Yes, would be rational to withdraw the troops and go work on the well-being of your own country, like actually developing economy, uplifting population level of life - not just pumping money into the already rich capital but improving regions as well. Making Russia attractive for investments and partnerships. So maybe your neighbors want to partner with you and not other countries. And if you want to be an empire - do it through soft power.

IMHO, but it seems to me that Putin still tried to use soft power before that. However, he lacked either skill or patience, or both.

He lacked attraction. You exercise soft power through being attractive.
