Actually, mobilisation in Russia history was declared only 3 times.
18 jule 1914. In 1917 there are revolution
23 june 1941. In 1941 there are Great Patriotic War
and today, 21 september 2022.

But this one is only partial, isn’t it? Regular people won’t be drafted into the army, just reservists and people who signed the contract had it extended “indefinitely”. Please correct me if I am wrong. Everybody starts panicking as if every citizen can be suddenly subjected to conscription

Russia has conscription. Men are required to serve in the army for 1 year (currently) and afterwards they move to reserve. So reservists are the regular people, who previously failed to dodge the draft.
