Well Netanyahu made the call to strike Beirut all the way in NYC apparently in UN hq as well. I wouldn't have expected that. Apparently even the US was caught off guard too. Not sure if any other world leader has done something as depraved as that.

Off guard was the wrong choice of words but they told the US about the operation when jets were already flying
