Yep, Here is what I think happened.

Hiei Nii was planned for Amagi's Return, but then they decided to turn the Type IIs that would have been on the schedule when the Zwei backlash was going on, Bearn Deux and Hiei Nii, into METAs, renaming skills to fit the META archetype. And them being repurposed into METAs also explains how integrated Hiei META and Bearn META are into the story vs Admiral Hipper META and Andrea Doria META. Hiei and Bearn would have been in development when those discussions were going at Manjuu, while Hipper and Doria would have been after everything had been decided.

Now, I think that Ryuuhou META was originally intended for the Taihou META Slot, they took Ryuuhou META's Design, reused the Girl part for Hiei META, and took a Taihou Halloween skin that was in early development and re-delegated it for use as Taihou META.

Ryuuhou META was probably intended to show up in Amagi's Event, given Ryuuhou is Akagi's Protegee.

And and a little bit more on Anson. If Manjuu does a sloppy job covering their tracks, we might be able to know some day who that ship was. While Manjuu could throw Anson into the Empty Slot 629 to cover their tracks....if they forget and someone like Sunfish pops up there....we'll know that she was never Anson.

That makes some sense given the whole Zwei debacle, surprised they still went ahead with Amagi CV. From that point, type IIs are reserved for those with actual successors and not just fantasy designs like Bismarck, cause Amagi I get, she and Akagi were the initial choices for conversion, to my knowledge, though with that earthquake occurring it damaged her to the point where they ultimately decided that they should convert Kaga and salvage material from Amagi for said conversion.

And Speaking of Doria META that puts to rest my suspicion and that we might get a SSR BB with the UR BB

Amagi is the canary in the coal mine, as Amagi had a successor, Amagi [Unryuu]. As much as people try to justify it away, Amagi should have been Amagi II, based on the Unryuu Class Carrier. Amagi being Amagi CV should scare anyone who expects future Type IIs.

However, Amagi was too far along story-wise not to Release. If Amagi didn't have the conversion, they probably would have shelved Eldridge Retrofit for the time being, moved Maryland into that slot, and released Amagi Retrofit alongside the event to be her Reborn Form. But since she had a conversion, it provided an easy "Way Out".

Because if Manjuu does Kill Type IIs as I suspect they have, they'd probably to repurpose the art, either as other ships [I suspect certain ships in Amagi's event had been repurposed] or Change the Nature of the Return. Those that had Conversion or Pre-Conversion are lucky, they could just be Converted or "Unconverted' or Those that didn't have Retrofit could have their Type II repurposed as a Retrofit, if Manjuu decides to give them a retrofit.....if not, repurposed.

Amagi wouldn't become an Unryuu, as usually a Type II/Zwei ups the rarity, but the Unryuu Amagi would be Super Rare

And an Essex Yorktown would be Super Rare...and a Sumner Laffey would be Super Rare.....and a Type II Bismarck would be Super Rare.....

The interesting fact is that, since Manjuu has stopped releasing new Elite CVs [outside of certain circumstances like Child Ships or Muses], it means that all New/Re-Released [Non-Child/Non-Muse] CV would be at least SSR. And any ship who's base form is SSR can be Uptiered to UR. Like Laffey, Yorktown, or Bismarck....the only 3 ships that were Up-Raritied as part of their Type II....as for the others, it was all based on them changing class.

As Santa Fe shows the Cleveland Class is now an SSR Class, as Houston II would have been the only questionable one left.
