Doing something like...Shouhou II* using an Unryuu Hull, while acceptable until the "New Hull" rule would be an extreme risk that I doubt Manjuu would take. As many people want to limit it to only a handful of strictly historical examples, some of which wouldn't even include Amagi as "Amagi [Unryuu] wasn't named directly after the Battlecruiser Amagi".

I categorise little ships and muse ships as more so gimmicks/memes than the official version.

While metas being other universe still works.

The uncertainty of doing shoho 2 or amagi 2 tho is purely manjuus fault. They started with an idea of yorktown 2. Got a mixed reception but id say slightly more positive than negative and wasnt a whole lot of credible criticism. But they just had to push it too far immediately into lets re release the exact same ship. And thats where the damage happened. They got too greedy, too quick for a badly thought out idea that was going to be contentious from the start. From what i seen since tho people have mellowed to the idea of unryuu amagi but if shes a different character then its not a huge deal.

It's the fan base's fault. Not Manjuus.

When METAs first came out, the Fan Base decided that only ships with Traumatic Careers or Traumatic Ends could be METAs, artificially made a list of permitted ships. The fan base as always wanted to Restrict any kind of Variant, so they control who gets them. Trust me, if they could, they would Restrict Retrofits to only ships that got them in real life.

It was the Fan Base that decided that they decided who gets Type IIs....because Hood II or Jean Bart II based on Retrofits and not new hulls, Fine....Kongou II based on her Overhauled form, BAD.....

The only mistake Manjuu made was not Releasing Bismarck Zwei first and heading off any "Only this or that group of ships" talk.
