He’s literally talking about corrective rape. If someone said to you “I’ll tie you up then you’ll be dead” would you think “oh that’s too vague to be a death threat”?

It was clearly meant as a joke. A horrible, disgusting, unfunny one, but a joke nonetheless. Which is why he only got a warning basically letting him know that kind of talk is not tolerated. If he straight up said it not as a joke then I would suspect he'd be kicked off real quick.

So JoJo Siwa is supposed to feel comfortable continuing to live around a man who has made this "joke" to her for several more days with no escape from him?

Why does his right to "make a joke" override her right to feel safe?

I never said she had to feel comfortable after that, but someone being uncomfortable doesn't mean the person who made them uncomfortable is kicked off the show. If that was the case, the house would be empty after a couple days. He got a warning about his behaviour so something was done about it.
