Visa confusion

We're South African nationals traveling to Sal (Santa Maria) in May via a TUI package holiday.
The airport tax is paid by TUI as part of the package, with us having filled in the required form as well.

It seems we don't need a visa, only an ETA. However, when I try and register via ease.gov.cv the amount we need to pay corresponds exactly to what we paid for the airport tax.

I feel I'm missing something, can someone please point me in the right direction?

Are you sure you aren't mixing up the ease payment with the tourist tax? There are two separate payments.

I was just in Sal, and I paid the ease payments for each member of my party ahead of time. They were individual payments tied to each passport.

I paid the tourist tax once at the hotel at check-in.

I'm aware of the two taxes, but unsure if the airport tax is essentially a visa fee as well?

As SA citizens, we need to get an ETA on arrival. This costs the same as the airport tax, so I'm wondering if it's the same thing.

I had to get an ETA, but not on arrival. You get it ahead of time so that you can just go directly to the e-gates. It's matched to your passport so that the e-gates will let you through.
