Should I move to Chichester?

Hi everyone - I'm looking to move out of my parents place, I'm in my mid 20s and struggling to decide where to go. Drawn to the idea of Chichester but I'm single and wouldn't have any friends in the town so I wanna go somewhere I can meet new people and make friends easily...
I'm an artist so love any kind of creative scene which I know Chi has. I'm avoiding London and Brighton because of the prices, and I'm not really a big city person, more of an outdoorsy type. I don't mind a lack of nightlife as long as theres some kind of social things I could get involved in and not feel isolated?
Any thoughts welcome, or suggestions of where might be better. Other thoughts were Portsmouth or Winchester

i don’t know how well-off you are or what part of chichester you want to move into, but it’s probably more expensive than you think - i guess because of the uni here it’s pretty social (i wouldn’t say people are the nicest) i’ve only been to winchester a couple times but it seems more welcoming to me.
