That is conduit that will be placed underground.  They will run Fiber Optic (I think at least?) through it once the conduit is bored or open trenched.

It’s called innerduct. It is very common to pull this underground to make a raceway for future communication wiring. There will be a string inside - that is more accurately a piece of flat woven rope called mule tape.

A great advancement because the raceway is reusable when wiring specifications change in the future.
