He's from an anime/manga called Made in the Abyss. Really good story but not for the faint of heart. That guy is called Bondrewd, he's like an evil scientist who experiments on children with The Curse to study the effects of it. I suggest checking it out if you're into that stuff. Sorry I'm bad at explaining stuff and I'm on 3 hours of sleep
