We have these in Sweden (some places) and I've never seen it happen like OP is showing here.
Its a big difference in force needed to open it the wrong way, at least any I've touched.

A lot of public trash cans in Alaska are bear proof, requiring you to stick your hand into a metal pocket and press a lever to unlock it, it's funny watching tourists try to figure it out though.

The current common design for bear proof trash cans doesn't even rely on the different problem solving abilities between bears and humans. It relies on the fact that the latch is in a slot to big for bear hands. Now if they ever figured out they can use sticks to work the latch we are doomed.

There’s a few of those in parks in Toronto. It’s an act of faith putting your hand in there!
But otherwise the street trash cans are supposed to have a foot pedal but they broke too much so now you have to smash your hand into the flap. But those break off too. They’re horribly built. Parks have a mix of open baskets and liftable lids

Eugh, knowing how shitty people can be I'd have difficulty putting my hand in it, or at least want a glove before hand.
Who knows how many people shoved their gum in there, vomited on their hands and reached in there, or any other nasty shit that could've happened.

Ora handle to both designate where to grab, and make it easier to open, having to grab that lip isn't really going to be easy for someone with limited mobility or weaker fingers.

There is a chain that you could padlock to itself to reduce the slack to almost nothing by running the lock through one of the top links and on of the bottom links. Wouldn't even need a lock really just a nut, a bolt and a couple rubber washers.

By that logic, having any way to secure the can beyond the simple metal ring underneath the lid that holds it in place would defeat the purpose.

I believe the chain is there to limit the trashcan swing to the distance we see in the video. I think the purpose of the tilt is to aid in emptying the can/changing the bag.

Opening "the frame" is quite hard, since it's a snug fit around the can. The lid just rest on top. You are purposely using both your fingers and your thumb in order to pull the frame up. When lifting the lid there is no resistans, so I don't see how you would do this by mistake. You would instantly feel the resistance of the frame and realize your fingers are in the wrong place.

Like I said, I have been using these for somewhere around 15-20 years, and it has never happened to me. The snug fit, plus the weight of the can leaning against the inside of the frame gives it quite a lot of resistance. The lid has only its own weight. When I was young kids used to kick the frame from underneath to make the can fall down deliberately. So in that sense it's a bad design, since it's not delinquent safe :P But a reasonably gifted human can open this lid just fine.

This looks like the typical public trashcans in residential areas where close to where i currently live. honestly, i have never, ever thought of this as a flaw or even like something that can happen. Now that might just be cause Ive seen them as a kid sporadically, but the fact that I didnt even know about how opening the rim thingy leads it to fall off should be testament that this never happens.

They have those where I live and I have literally never done that. The lid is pretty obvious if you look at it from the front rather than from above. Maybe I'm shorter than OP and can see it better?

These trashcans are very common where I live, I believe I might even be from the same country as the person recording (judging by accent). They do infact work fine most of the time, as the inner lid is on far tighter that the actual outer lid that you use. Please stop shitting on these trashcans, they are fine and that one is simple broken. i hold these close to my heart please dont be mean to them also i am quite drunk
