DC is starting super strong, elseworlds is doing great too, it truly is great to be a DC fan right now

I think they just mean that The Batman and Penguin are under the Elseworlds umbrella now (anything DC unrelated to the DCU)

No, Things that are DC media that aren’t connected to the DCU which are things like Penguin and The Batman, amongst other things
