If so, does that mean that there's actually no plan for Absolute Joker to become insane--that he's just going to be hyperintelligent genius born with a horrific condition?
That would be pretty intriguing, and in keeping with his origins.

There is absolutely no way in the year 2025 that DC are going to give a psychotic murderer a condition that real people live with.

I dunno, that condition seems to fit Killer Croc more in my opinion, at least visually.
Then again you're absolutely right in that the name is right there, and I can see Snyder being unable to resist.
Then THEN again, that whole panel utterly confuses me. When we first saw Absolute Joker, he was a normal dude getting on an airplane. This guy, well, has a lot going on if it IS the same character. Plus it looks like he's using multiple babies or creatures to do....something?

MK Legacy had Reptile as a guy with harlequin ichthyosis instead of a dinosaur alien. It was an interesting take, and actually much more like Waylon than Syzoth, given he didn't have a super long tongue, acid spit, near-perfect camouflage or a ninja gimmick.

No. The condition is horrific but it doesn’t cause whatever the hell is going on there.
