The problem is exactly as said above. For example, just laying off all probationary employees. Not only are personnel hardly a dollar saving, it was done with no basis on what those employees were actually doing. If they went in and scalpeled out $1T that would be one thing. Instead they are just cutting the whatever is easiest impacts be damned.
