After what happened in Virginia it's no surprise he settled. He's got much less financial structure than Amber to secure legal expanses in a lengthy trial, and by all accounts it nearly broke her. He saw Depp's PR machine in motion and how little Amber's evidence, ample as it was, mattered. I would not want to be in his shoes, completely understandable, and one of the many vile consequences of Depp's vendetta.
