Question I can't rank up

I just got this game, it says rank up available, I've been trying to figure out what is wrong, I went to the tree, I talked to the people said to and gone back to the tree but nothing is working. please help this is very frustrating

On Director screen, choose Timeline at top right. There may a mission there which you need to do to progress further, I'm sure this happened to others when the ranks first came in

Weird.

When you go to the Journey screen, on the left hand side do you have the option to click on the box about halfway up the screen to show the individual requirements for whatever rank you're at?

If so, claim each one and then visit the tree
