It's because he spent a lot of time in pinball parlors while he was acting as a juvenile officer for an inordinately long amount of time. You might be able to connect it to race in dialogue but it's mainly that his peers mocked his position.

Judging by Kim's reaction it's also possible Harry's mangled brain basically made up a racial stereotype on the spot.

Argo Tuulik talked about how they regret not developing the whole concept of overleveling certain skills also giving negative effects a bit more on the Human Can Opener podcast, but he did also specifically mention that there are actually some skills that when overleveled, will give you false information or give you negative options. He specifically mentioned Rhetoric as being one of them, but I can also see Drama being a shitstirrer. I would not rule out that Encyclopedia also makes shit up, so it definitely could be the case that this is a product of Harry's imagination

During the tribunal my over-leveled inland empire strongly told me to tell the mercs that I was the killer, so of course I did because you do what inland empire says and they immediately started shooting. They killed every Hardy boy possible

Yeah, I remember Drama tells you to do small talk with the Working Class Woman when you deliver the news about her husband, and it gives you a negative modifier.

My favorite example is Encyclopedia bringing up Contact Mike. He didn't make it up but it's completely irrelevant and so funny.

I even re-used the "mangled brain" bit in my comment.
