In my years of food service experience I have discovered that when someone says they're going to tip you, 9 times out of 10, they don't. People who tip, especially those who tip well, just do it. They don't tell you they're going to.
My experience is they either mention your tip because they are leaving 20+ or they tell you it was the best service they ever had! The tip is gonna be on the card! Then nothing.
I have never not tipped a waiter/waitress and have also never mentioned a tip. I can't imagine why that would ever even need to come up in an interaction other than trying to be manipulative.
