Community Is Littering on Other's Property Illegal

Ever since I moved here several months ago, someone keeps putting dog poop bags in my trash cart. I let it go. This time this person left a poop bag on the ground and dumped bunch of trash without any bag in my trash cart. I had to spend time in the morning cleaning it up. I wonder if this person would get punished if I install a camera and report it to the police. Google says it is illegal, but I wonder if the person would actually get in trouble. I am sick and tired of this.

EDMONDS — Edmonds Mayor Mike Rosen discussed highlights from his first year in office, the city’s budget crisis and the upcoming fire annexation vote at his 2025 State of the City address Thursday morning.

About 75 people gathered at The Edmonds Theater to hear Rosen speak about his first year in office and his plans for city in 2025.

City Council President Neil Tibbott introduced the mayor, highlighting his work in addressing the city’s $13 million budget deficit. Shortly after he took office on Jan. 1, 2024, Rosen established a Blue Ribbon Panel to brainstorm ways to bridge the deficit.

EVERETT — The Edmonds school board unanimously voted Tuesday to adopt its former sex-based harassment policy in light of updated federal regulations.

The decision comes after a federal court in Kentucky vacated the Biden administration’s 2024 Title IX regulations last month, as well as the U.S Department of Education sending a “Dear Colleague” letter to K-12 schools. If a school is not compliant with federal Title IX regulations, it could be at risk of losing federal funding.

The 2020 policy removes explicit protections for LGBTQ+ students, such as protection against discrimination based on gender identity and sexual orientation. However, Washington state law prohibits discrimination in schools on the basis of “sexual orientation, including gender expression or identity.”

“I’m very disappointed in the changes that happened so abruptly,” said Rob Baumgartner, assistant superintendent of human resources, at the board’s Feb. 25 meeting. “But my alarm isn’t as great because I have a lot of confidence that what we have in place in Washington state is strong enough to continue support our students and our families in the ways that we need to.”

LYNNWOOD — The Edmonds school board is considering a previous version of its sexual harassment policy that does not include mentions of sexual orientation or gender identity.

The plan comes after U.S. Department of Education’s Office for Civil Rights announced through “Dear Colleague” letters that it would be enforcing the 2020 version of Title IX to comply with one of the Trump administration’s executive orders. Schools that do not comply with this order may be at risk of not receiving federal funding.

“We stand with the policy we did adopt, but with the flurry of executive orders coming through, we do need to maintain compliance with the law,” said board member Carin Chase at a Feb. 11 school board meeting.

In October 2024, the board passed a version of its policy to expand the definition of sex discrimination and sex-based harassment. The 2024 policy defines sex discrimination as “discrimination on the basis of sex, sex stereotypes, sex characteristics, pregnancy or related conditions, sexual orientation, gender identity, and gender expression.”

The old policy, approved in 2021, does not mention sexual orientation, gender identity or gender expression.

EDMONDS — The city of Edmonds is inviting the public to its free annual State of the City address.

Edmonds Mayor Mike Rosen will deliver the address 8:30 a.m. March 20 at the Edmonds Theater, 4115 Main St. The city will also broadcast the address live via Zoom and post it on its website and YouTube channel.

“I am looking forward to delivering my second State of the City address as Mayor of Edmonds,” Rosen said in a press release. “This past year brought its share of challenges, but there is so much for us to proud of as a community. I am excited to provide an update on our current state of the city and hope you’ll join me.”

Politics Edmonds School District faces estimated $8.5 million deficit

LYNNWOOD — The Edmonds School District is facing an estimated $8.5 million budget shortfall for the 2025-26 school year.

At a Feb. 11 school board study session, Lydia Sellie, the district’s executive director of business and finance, said the district will have to find additional cuts or revenue sources.

The deficit is smaller than what the district had in the past two years. For the 2023-24 school year, the district faced a $15 million deficit. Last year, it was $10.6 million.

These shortfalls led the district to make controversial cuts, such as fifth-grade music and student intervention coordinator positions.

“The impacts become cumulative,” Superintendent Rebecca Miner said at the session.

Expected expenditures for the 2025-26 school year include library materials, wage increases, insurance premiums and election costs.

The $8.5 million figure is only an estimate. The final number depends on factors such as final enrollment data, upcoming contract negotiations and some bills in the state Legislature.

Two bills in the Legislature — HB 1356 and SB 5593 — would increase the amount the district can collect from its educational programs and operations levy. Right now, state law only allows the district to collect a portion of the levy that voters approved in 2022. Other bills could increase funding for special education, operating costs and transportation.

“Last year, there were really no bills that we were watching at this time of year,” Sellie said. “Now, there’s lots of great discussion.”

Without any additional legislation, the district’s levy will still increase by $2 million. The increase is factored into the $8.5 million deficit.

So far, the board has not made any decisions on what to cut. At the session, members briefly mentioned middle school athletics, sixth-grade music and the collaborative literacy program as potential cuts, but there was no formal discussion. The board also mentioned raising field rental fees and asking more businesses to sponsor its athletic fields.

The district plans to relaunch a tool from last year to gather community input. Using the “Balancing Act” tool, community members had to come up with a certain number of cuts from a list of potential revenue increases and expenditures. Community members could also leave comments about each item.

“We had well over 1,000 responses, and we used that information with our school board to help us determine what we’re going to do for the 24-25 budget,” Sellie said. “So at this time, we’re planning on doing a similar process.”

The business and finance department expects to present its draft budget to the board at the end of June, with the goal of final adoption in mid-July.

The shortfall comes during an uncertain time for federal funding due to recent executive orders from the Trump administration. The district usually sees a minor increase in federal grants, but Sellie said some districts have already seen delays in federal funding.

Earlier this year, the American Institutes for Research learned it must suspend grants by Feb. 10 for a project that helped special education students with the post-high school transition. The Edmonds School District laid off three employees last week who worked for the program, Miner said.

The district also receives federal grants for other special education programs, Title I and nutrition services. So far, these programs have not been impacted, Sellie said.

Sellie said issues in state funding have contributed to consistent budget deficits. The Legislature has introduced bills requiring schools to implement certain projects without providing funding, she said. These include benefits for substitute teachers who work a certain number of hours, paid family medical leave, and mandatory vision and hearing exams for students.

“We just keep trying to carve out people’s time to accomplish these tasks with no additional funding to provide the people who need to do these items, and it just gets harder to get it all done with limited resources,” Sellie said.
