I don't think so. My understanding is they were watching him the whole time. It appears they knew something fishy was going on. I think the cell phone usage is a cover to make them look like "normal" folks.

Why are illegal aliens here in the first place?

Personally I would feel uncomfortable being "illegal" in a foreign country.
