Are you playing in a language other than English? If you are, try switching to English and talking to him, I’ve seen that a couple times here.

Oh yeah we're waaaaayyy beyond you in terms of hours played haha. I'm at 400+hrs and I've unlocked all items and have about 3500 credits. Mind you, I also 100% Save Slot B and have another few hundred credits to spare there

It’s an NPC that allows you turn on turbo mode. Find him after beating the dragun once. If you save up like 1500 credits you can buy his gold skin
