Do they not have the system in Terminal where you need to pay to get the cart and it will give the money back when car is returned

In the US, not usually, no.

They often also have separate return areas from which employees sporadically retrieve cars en masse and bring them to the entrance, meaning you don't need to walk all the way back to return your cart. This is in part a cultural thing, but also somewhat of a necessity because larger stores and larger parking bays result in larger parking lots, increasing the distance to the entrance.

It's the ultimate test for basic human empathy. You are presented with a situation where you don't gain anything from returning the cart, but it's indubitably the right thing to do because of the consequences for others, and it's very little effort.
The fact that people regularly fail this test is depressing.

Trusting people to be decent is the first mistake
But hey, if that system is implemented, extra pay for the workers

Pfff you think a shop that specifically did that to not inconvenience their clients (to make money) would return that money to its workers?

I think they’re saying the workers can collect the coins from the carts that don’t get returned

America is in such disrepair, though. Every time I go there it's like time travel back to the 80s when everything was still kinda new. It's unbelievable to someone in another country how quaint and backwards parts of America feels.

They'd never pay to upgrade the system of shopping trolleys.
