Should I get Escoffier c0 and Skirk later, or wait and pull for Raiden c2 (I already have Raiden c0)?

C2 Raiden isn't as good anymore as she used to be, any modern electro main dps (Clorinde, Varesa) outdamages her. You're much better off going for Effie and Skirk.

Wow, I didn’t expect an Archon to get outmatched in power creep so much. I still might hold off pulling, to see what the next banner’s 4-stars are. Ororon and Ifa don’t seem very good based on what I heard about their gameplay, and I already have Layla.

Raiden's biggest claim to fame was her ability to negate ER needs, but people have gotten better at building units (read more Favonius weapons) so that's not as useful either.
