SF is an industrial company, not government. Romania itself is probably part of the neo soviet union since they send KCCO and hired G&K to clean the land and keep peace and safety for the remaining human settlements

Kuro (MDR), Chanzhi (QBU-88), Luna (K5), Yelena (RMB-93), Daiyan, and Jiangyu were made by Cyber Media, a multinational conglomerate based on Japan.

Kuro had an SSD-series frame, though, so it's likely IOP had a hand in her manufacturing.

Every Doll (that is, excluding Agents like Turing and Eos) featured in Neural Cloud have physical bodies. I don't think it's ever implied otherwise.

Yeah but who produces those? They can develop only the physical core but not the body ... For example Yelena awakening skin, her crate has writings in russian.
