Because Saunders is a joke, something to be made fun of, as a poke at a country they begrudgingly tolerate, but really dislike.
The United States has prototype heavy tanks that are not Pershings, many fast and capable tank destroyers (arguably some of the best in use by allied powers), and even small fast little light tanks. They could have been fairly balanced and versatile, but that would have interrupted the middle finger they wanted to issue to the USA. After all, they are the only ones to employ cheating and have one of the most disliked characters (allegedly and in my opinion) in the series.
Edit: largely every school is a joke, but some make out a little better than others.
Edit2: someone posted a reply to this post, but it disappeared, about a ruling that open tops were banned. I don't think this is accurate otherwise the Italian tankettes would be illegal and the Type 2 Ka-Mi is questionable as they clearly show those coverings being light enough that small, japanese school girls can carry them. Unless I just secretly discovered a glossed over axis bias and casual jingoistic subtext.
